Singapore Maritime Week 2026 Delivers Most Significant Maritime AI Policy Package of the Year
Singapore Maritime Week 2026 (April 20–24) produced a coordinated package of maritime AI policy announcements that collectively represent the most consequential government-backed maritime AI programme launched anywhere in the world this year. The centrepiece is the MPA-SSA Memorandum of Understanding to accelerate AI adoption across ship agency, ship management, chartering, shipping operations, and bunkering. Under the MOU, companies gain access to a curated knowledge base of maritime AI use cases, connections to solution providers, and the ability to pilot AI applications in their own operating environments. Companies can also use AI Singapore's AI Readiness Index (AIRI) framework to assess their digital maturity. 21 companies are already participating in the initial AI training programme, with full rollout planned later in 2026. A Maritime AI Forum is scheduled for the second half of 2026. The infrastructure layer: MPA launched OCEANS-X, a new data and API exchange platform that enables secure system-to-system connectivity between maritime companies, regulators, port operators, and international partners. The first live use case is digital port clearance, allowing shipping lines and agents to transmit data directly from their systems into MPA platforms. OCEANS-X also facilitates electronic exchange of ship certificates with partner ports, aligned with the IMO Compendium on Facilitation and Electronic Business. The research commitment: MPA and the Singapore Maritime Institute launched the 2026 Maritime Technology & Research Roadmap with SGD$100 million (approximately US$78.5 million) in R&D funding allocated over five years across four priorities: autonomous port operations, smart ships, intelligent port services, and safe delivery of alternative energy. Acting Minister for Transport Jeffrey Siow warned at the opening that AI is advancing faster than the industry is adopting it. The autonomous deployment signal: MPA and PSA Singapore issued a formal Expression of Interest for autonomous inter-gateway container feeder vessel operations — the vessels that move containers between Tuas and Pasir Panjang terminals. The EOI seeks proposals for autonomous technologies and remote operations centres. This is not a concept paper — it is a procurement-stage signal from the world's busiest transhipment hub. Why this matters for ship managers: Singapore is building the complete stack — data infrastructure (OCEANS-X), AI adoption support (MOU + AIRI), R&D funding (SGD$100M roadmap), and live autonomous deployment pathways (feeder EOI) — simultaneously. Ship managers operating through Singapore should expect digital-first interactions to become standard, and those whose own AI readiness lags the ports they call at risk being the bottleneck in an increasingly automated chain.
