IMO FAL 49 Adopts Standardized Emissions Data Framework from Smart Maritime Council
The International Maritime Organization confirmed the expansion of its data reference model following FAL 49 in March 2025, adding more than 140 standardized emissions reporting data fields developed through a twelve-month collaborative project involving the Smart Maritime Council classification society members—Lloyd's Register, ABS, Bureau Veritas, ClassNK, and DNV—working alongside BIMCO, IACS, and Energy LEAP. The new "Fuel oil consumption and CII reporting dataset" within the IMO Compendium represents a fundamental breakthrough in maritime data standardization, addressing the fragmented data formats and structures frequently identified as barriers to wider digital technology adoption across the shipping industry. Collaborative development process: The classification societies acted as Accredited Verifiers for emissions reporting, creating a single comprehensive standardized list of data points satisfying requirements across all participating organizations. The aggregated dataset addresses mandatory reporting requirements for current and future emissions regulations including the IMO Data Collection System, EU Monitoring, Reporting, and Verification, Carbon Intensity Indicator, and FuelEU Maritime. BIMCO and IACS subsequently submitted the combined dataset to IMO for inclusion within the IMO Compendium, completing the adoption process following FAL 49. Commercial implications for ship managers: Rob O'Dwyer, Chairman of the Smart Maritime Council, stated that the emissions data standards create "huge opportunity for the industry to streamline the collection and exchange of vessel operational data required for mandatory reporting, and to significantly improve the quality of the information collected." For fleet operators managing multiple vessels across different flag states and classification societies, standardized data formats eliminate costly manual reconciliation between incompatible systems while enabling automated compliance workflows that reduce administrative burden and error rates. Version 2.0 dataset release: The Smart Maritime Council subsequently released Version 2.0 of its Standardised Vessel Dataset in May 2025, expanding beyond the original Noon Reporting data points to incorporate the new emissions reporting fields. The updated dataset includes standardized IMO Data Numbers, ISO 19848 tags, and naming conventions, available for free download alongside an open-source GitHub library created by Wilhelmsen Group company Ceataec to assist implementation. This non-proprietary approach enables any company to adopt the standard regardless of their existing software ecosystem, potentially accelerating industry-wide interoperability that has long eluded maritime digitalization efforts.
